David Hudson

Director of the Asset Management Group
Mr. Hudson has extensive experience in city, regional and environmental planning, along with a diverse background in General Plans; urban design programs; public participation programs; community and neighborhood workshops; Specific Plan development and implementation; subdivision design, cost analysis and entitlement programs; construction management services for large-scale housing, multifamily, commercial and mixed-use developments. His experience as a public agency planner and land development project manager enables him to successfully balance public agency requirements with socioeconomic realities. Having been employed in both the public and private planning sectors for the last 25 years, Mr. Hudson has attained a broad perspective on both the philosophical concepts and practical realities of planning issues and methods by which to resolve potential conflicts between them. This experience has given him the opportunity to develop effective governmental liaison skills.

During his career, Mr. Hudson has had the opportunity to work in a number of different cities both as a City Planner and professional consultant on large-scale public policy plans and environmental programs. During this time, Mr. Hudson was directly responsible for the development of comprehensive General Plans and associated environmental documentation for the cities of Hemet, Highland, Moreno Valley, Pico Rivera, Laguna Hills, and the City of Ojai, as well as environmental and policy studies in Murrieta, Shafter, Rohnert Park, and Riverside County. Two of these General Plans (Hemet and Pico Rivera) were recognized by the American Planning Association, and received Oustanding Planning Awards in the Comprehensive Planning and Planning Implementation categories.

As Director of the Asset Management Group, Mr. Hudson brings with him more than twenty years of experience in the planning, entitlement and development of residential, commercial and mixed-use projects throughout California, Arizona and Colorado. His past projects have included a variety of development types ranging from 10-acre urban infill sites to 3,000-acre master planned development projects. Mr. Hudson’s unique resume includes roles in all sides of the development process. Having written numerous public policy and city planning documents during his career, he has developed the ability to quickly turn a detailed assessment of city policies and procedures into a specific entitlement strategy that efficiently pairs each project with the corresponding municipality. In addition, his past experience as an appointed planning official gives him the unique insight that comes from years of participating in the public review and decision-making process while representing the public’s interest.
